Best way to solve the problem? Support your local business. Go into their brick and mortar store. Purchase and pay at the counter. Take your items home. Subsequent problems with the delivery person? Talk to your mirror.

I work in a factory (machine shop) and always order items delivered to my employer’s address. Has not failed yet no matter who makes the delivery-FedEx, UPS or USPS.

Definitely the way to go. In Australia, it is rare for re-delivery to be attempted. The shipper paid for the delivery, and that is all. Not home to accept delivery? Two choices, authority to leave, or collect from depot. A card will be left in the letter(mail) box if not home, advising collection details. If left as authorised, a smartphone photograph will be taken, identifying the location of the package.
