I like to think the foreground in my sunset (and sunrise,) pictures are what make a photo frame worthy. I've seen, and admired, many many great sunset pictures. Kinda like saying if you've see one of anything you've seen them all. If I really wanted to know the answer, I would go out and prove to myself whether he is right or wrong. As they say, beauty is it the eye of the beholder. Think diversity.

So true Linda. Many times the opposite side is better. The color is in both sides, but the composition makes the photo, the sunset and colors just add a big part to it, as your photo shows. Nice one btw.
I rarely take sunset photos anymore, but then this one spoiled me

Does he also consider if you have seen four or five, female portraits, dogs, buildings, rugby match scenes, fish, mountains, racing cars and dare I say it 'flowers' you have seen them all
He is undoubtedly wrong. Every sunset is unique.
sunsets and sunrises a common the happen every day, but if you take the time to look and photograph them they are all different in many aspects with regard to color and cloud cover
When you are down to your last few in life, you will wish you would have taken more.
Every sunset/rise is different because the lighting is never exactly the same and the sky(clouds) is never the same.

Depends upon what the foreground is, at least for me. Not to mention exposure and post processing.
But if its taken, looking out over the ocean, then yea he's probably correct.
