Does anyone format your sd card after you've downloaded and backed up all file on hd's and to the cloud and start fresh? I know many will say they are inexpensive, $60-$70 for a 128gb card for some is not inexpensive considering how quickly you can fill it up. I got a second one for the holidays, one of my only ask for's.
Photography should come with a warning label "Caution, entering into this hobby / profession will cost you more then you can ever imagine. Proceed at your own risk and ruin."

There is nothing archival about SD cards...even the good ones. Once your files are safely on your computer and (hopefully) backed up in a second location, the best use for the card is to reuse it. Best practice is to format it in the camera first.
I always delete the photos and reuse the card once they have been confirmed on the PC. It is not necessary to reformat but either works.
I download using a card reader and format each card as soon as it goes into the camera ... every time!

I've been using the formatting utility found on this website for about 6 yrs - so far no issues.
https://www.sdcard.org/downloads/formatter/I format my cards every time I use them. I take pictures, load into my computer, check to make sure they all made it, then I reformat the card. In a good year I might repeat this 300-400 times.
I may format the card the first time it goes in camera, or on the computer, but that's about it. As far as long term storage, that's reserved for a hard drive and also backed up to BackBlaze using their B2 service.
No.
I copy the card images to the desktop and laptop;
copy to my backup drive and wait for Carbonite to back them up;
once Carbonite has them, I delete the images via Windows Explorer;
then put the card back in the camera or wallet.
Been doing this for ten years without any problem or speed degradation.
The only format I do is the initial one when first placed in the camera.
But do what you feel comfortable with doing.

While fairly inexpensive, I keep several spare cards of various sizes, from 4gb to 32 gb, BUT always download and after being sure files have been backed up format my card in camera to be ready to shoot again.

I always format in camera after transferring and verifying my files.
SDXC cards are dirt cheap compared to film, but why save them if cost per GB on a hard drive is less? They can be used repeatedly for years. At the first sign of failure (image corruption), I hit the card with a hammer and toss it.
Part of my reasoning is workflow related. I copy all files from one event to a folder on my computer, then “import” it into Lightroom Classic CC. Then I back up the folder to a storage drive, AND do a Time Machine backup of my Mac.
ALWAYS format the SD card IN YOUR CAMERA after downloading to your computer. DO NOT format in your computer. There's no need to delete files in addition to formatting. I hope this helps.

I don't know what type of 128gb card you buy. Perhaps super fast read, write ones. But, I bought a friend's teenage son, a new SanDisk Ultra 128gb card, Class 10, from B&H Photo, for about $25. You should format you SD card in the camera. When you are finished with it.

Even a XQD card is INEXPENSIVE when you consider what 1000's of images would cost to expose and develop in film days. Yes, even the XQD cards are inexpensive.
PS. After a month of shooting, I only take the images I want to keep and put them on two thumb drives and then reformat my XQD card.
I find that 32 and 64GB cards are more than enough for me, and the cost is low. When I'm through shooting, I put the pictures onto the computer, back them up, and then either delete the images via computer, or I'll format the card in the camera. Camera makers do not tell us to keep formatting the card after the first formatting. I've moved the same card from Nikon to Sony to Canon with formatting without problems. Each camera makes its own folder on the card.
