It's a juvenile. The crimson on the tail hasn't come in yet. I'm glad it was ok. They have a very high mortality rate as juveniles. Gary

If I had to give a guess, it would be a Sharp-shinned Hawk.

But then there is always the Cooper's to contend with.

No to a grouse, for sure.

There are NO talons visible in the OP photo!

Yellow eyes, vertical marking on breast could be an immature Cooper's Hawk and they are year around in PA.

I just noticed that ruffed grouse have brown eyes, not yellow. I admit, I am wrong and that I am not a birder. ;)
