I don't have a clear answer because I'm confused about what you have and the detailed steps you've tried. My understanding is PS CC (creative cloud) is only available (other than trial) if you're subscribed. You said you're using PS CC but your not subscribed? If you're using an old PS stand alone (what version) it may not have current conversion codes which may necessitate installing adobe dng converter. What version of DNG converter did you download from Adobe, the latest Win version I saw today is v. 11.4. I assume you saved the download somewhere but when you navigated to it you couldn't run the ".exe" install file by double clicking or rt clicking on it.
I can only think of a couple reasons for your problem.
1) The file you downloaded was corrupted
2) PS CC may be halting installation if you're not subscribed
