Are you sure you downloaded the Windows file, not the Mac?

Have you simply tried downloading again?

After downloading from the Adobe site, did you right-click the exe file in a Windows Explorer window and run as an Administrator? The exe is an install file for a standalone piece of software that has nothing to do with PS. After the software is extracted and installed, you then use "Adobe DNG Converter.exe" to run the DNG conversions. This file should be found in the "program files" folder where you can create a short-cut onto your desktop for ease-of-access.

It's hard to say what you're doing / not doing correctly. Are you in your download folder and right clicking?

Make sure your anti-virus software is not preventing you from opening executables.

Nothing. No run as administrator option.

Just to state the obvious since you mentioned ps cc, you shouldn't need the dng converter, just import using the file/import menu in Lightroom.

As an aside, the dng converter is a program, it doesn't open from Photoshop, it just runs like any other program would.

Not sure why you need to run the dng converter if you are using PS CC. That should have the latest and greatest version of everything. On the other hand you state that you might just bite the bullet and subscribe.

You wouldn't be asking for help with a pirated copy of PS, now would you?

Download from this page:

Once you hit the download button select "run" at the bottom of the page. Then follow the prompts.

So either your profile is not properly designated as an administrative user, or (if you are an administrative user) there might be a trusted application issue going on. Sometimes applications (especially when recently updated) might need to be given trusted status. This is done through settings -> security .. somehwere.
