I have a 7+; and I think it is more than I need. Your “world of difference” statement made me wonder what I am missing with regard to the 11 Pro—besides the improved camera and lenses.
Check out Emil Pakarklis on YouTube to see what an iPhone can do. He uses an older model but you’ll get the picture.

Depends on how you use your phone, if you are like me and don't use your phone for very much then an upgrade is just another expense, however to my surprise the basic iPhone 11 is less expensive than the iPhone XS. I currently carry a 5S that is dying so I will probably just go ahead and get the basic 11. The display in the 11 pro's are super HD, that would have been great about 15 years ago when my eyes could see the difference.
Personally, if my iPhone didn't have a camera, I'd be quite OK. If I see a scene I want to photograph, my iPhone is not the first thing I think of using. However, I do have an iPhone as it's the only phone that runs the exposure/processing program I use extensively.

I bought an iPhone 11 Max Pro with 512 GB of storage and the photos are very, very good. To be clear, this device has 3 camera's, each with its own lens. I think of it as a camera with the ability to make phone calls. If you carry a cellphone only for emergencies, stay with whatever you have, otherwise do consider upgrading to a very capable device. If you carry your camera with you wherever you go, you're all set for whatever photo opportunities come along but I find my Nikon too big , heavy and cumbersom to carry everywhere. You shot with the camera you have with you and my iPhone goes wherever I go.

I’m probably older than you, but I’m selling my iPhone X, having bought an iPhone 11Pro Max. Yes, the pictures are excellent, especially HDR and night photos.

The attached photo was taken with a note 5 a couple of years ago. I have a 12x18 print on my living room wall. Current Galaxy S9 is even better.

I don't consider any phone a camera but they are able to produce photos in certain lighting conditions. This summer I did see someone with a cell phone at a professional motorcycle racing event with a media / photo credential. Maybe they were doing head shots or some blurry photos and videos.

Apple should do a commercial like they did for the Apple Watch. "This camera makes phone calls."
My son has been an iPhone user for years, but believes his iPhone 6 is the last good one they made. Their cameras may have been improved, but they blew it when they started eliminating things like connectability, and the expense of necessary accessories. My friend has a Pixel 2 and highly praises its camera, the Pixel 3 is supposedly even better.
My one year old Pixel 3 takes very nice video.
