Done it both ways, people always look more natural when they don't know you are taking a photo of them.

To me, Candid shots are always better. Asking for permission usually gets a posed shot or shots. I just don't get in people's face.
When I do kids parties, I just walk around and snap without anyone knowing when I am actually taking a photo. The parents always love the photos, because they are natural, with real expression. Same thing works on the street.
At least you were nice enough to ask and prepare. Not jumping around with a cell phone! But, public is public. The only shots were visual that day! LOL. Hope you got your shots
