Which one filter would you take?

The one issue I have with a polarizer is typically found at focal lengths below 24mm. If you aren't careful, uneven skies can contaminate the sky. I usually will bring a polarizer to saturate the sky and reduce reflections off of water and for wider focal lengths a graduated neutral density filter. Your mileage may vary.

A very dark ND filter to smooth that water.

I'd take the polarizer.
Takes all those sparky glares off the water.
Can take that too bright shine off the beach.
A little more turn ... and it's an ND.
