As I understand it, the bill was to be a compromise. Raegan agreed to provide for all the losers that we had already allowed in and the Demos would not interfere with his attempts to prevent more interlopers.
He carried out his end of the bargain, as is so often the case, the Demos lied and did not. Reminds me a bit of the Nobody can afford it Care Act, passed basically in secret after most of the dissenters had gone home for Christmas.
