That was not a theory. Trump campaign officials met repeatedly with Russians, and even gave Russians critical data such as polling data. Trump publicly requested assistance from the Russians to hack and release Democratic emails, which they did. Trump denied having business interests with Russia while still engaged in business discussions over his hotel plans.

Mueller was restricted from talking about anything that was not in the redacted version of the report. Given the extent of the redactions from the full report, it's understandable that it was hard to keep track of what he could discuss. I would assess Muellers' faculties only if he was given the chance to speak freely.
I hope he writes a book.
