Skip to the conclusion on Page 260 if you need to know what the OLC guidelines say.......

The special prosecutor will recommend the charging of a crime if there is one. He doesn’t file charges, but he does recommend them. Mueller was very clear in his statements that ”As we say in the report and as I said at the opening, we did not reach a determination as to whether the President committed a crime.”

NO prosecutor exonerates, by the way, or determines innocence. That’s a fallacy of the f*****t progressive left.

In fact, no prosecutor should ever suggest a subject of his investigation might be guilty even though there is insufficient evidence, and it’s clear from Mueller’s Report, his press conference, and his poor performance last week that he and his team had insufficient evidence of a prosecutable crime, period.

I can’t explain your lack of understanding of ALL the facts.
