Yes. You can create collections and collections within collections. I have some private collections for family, and I store different family photos and events in their own sub-collections.

I use Dropbox because it's very easy to use and has been around long enough that it has a large user base. I get 3 TB for $200/year which seems reasonable; my images are worth it to me. You can try out their free version to see if you like it, but I think it only gives you 1.5 GB and I currently have about 1.3 TB of photos.
