Canon G9x II - I just bought one of these to have as a travel camera. No tele to speak of, but a lot of great Canon features and functions (low-light hand-held multi-shot, which most have never heard of, but it takes 4 photos and stitches them together to eliminate noise - also has in-camera HDR) and has a 20MB 1" sensor and shoots in RAW. Almost TOO small!
If price is a consideration my suggestions would be Sony RX100iii, Canon G7Xii or Lumix ZS100 (TZ100 outside the US). All very good cameras. The Lumix has more reach, if that's important to you.

I have a older Canon S95 and love it.
Sony DSC RX 100 va. 1 inch sensor, 20 mp, Zeiss lens 1.8 24-70. Great IQ, though must be used with no more than 400 ISO max to avoid “grain”

I have a S100, the last version with gps. The last 2 afterwards dropped the gps for WiFi. I agree they are gems. The S90, S95,,,, thru S120 can still be found at really reasonable prices. Sweet little cameras with a lot of capability. Easily pocketable.

Same. RX100 III. Fits with a case and attached Joby Micro Hybrid tripod in my jeans front pocket. There are more recent RX100 models with different features. My "old" iPhone with the "ProCamera" app saves DNG photos. Later iPhones have built-in RAW saving.

Some of the Canon Sure Shots are capable of shooting RAW.
I bought my son a Sony RX100 V, which he took to England pursuing a masters degree. The camera is remarkable: 20mp, 24-70mm, f1.8-2.8, raw & jpg, smaller than a cigarette pack. Main problem is that it is so small that it easy to have it slip from your hands; there is an inexpensive 'glue-on' extensions of the body, which improves the holding. Images he has sent are remarkably good.
There are numerous other cameras in this category, as others have noted. The next level of the Sony offerings includes a longer zoom (24-200), but with considerable loss of low light potential.
It is difficult to claim that any single camera is "THE BEST," but you can't go wrong with any of those mentioned.

I also recommend this camera. It’s a little bit big for a pocket but has an APS-C sensor—similar to the 80d. Has very good high ISO capability. Be sure to get a protective filter.
I keep it in a soft case and often just keep it on a detachable strap around my neck.

Samsung Galaxy 8 and above shoot raw in Pro mode. Earlier models may also, but I'm not sure.

On my Sony RX100, I use a wrist strap. For extra safety, I use a small carabiner on the strap which clips on a belt loop. Some grips that attach to the camera interfere with closing the camera's case. Thus, pick a grip or case, not both.
The third party glue on grip plus the strap that comes with the camera work perfectly in tandem.
Question to other RX 100 iii to va owners, what is the highest ISO you have been able to use without noise?
