How to make sunset sun rays pop?

After messing around with the ideas given, I have two observations to add. I found that most of the regular photoshop brush shaped tools will respond to the click one end and shift click the other end to make a straight line. So one could dodge or burn with straight lines if needed. It could be done in a layer with brushes and blending options can be used, and then opacity can be dialed down. Speaking of layers, the same idea but using selections instead, just keep add to selection clicked using the polygon tool to select all the light bands or all the darks, which makes a straight line, set to a large feather, in a layer with soft white for example, then a camera raw filter can be added to adjust only the selections up or down.
