I think this is a valid point and is making me lean toward a mirror-less choice. That said I'm worried about shutter immediacy on any mirror-less. I use back button focusing on my DSLR and when I press the shutter button, I get a picture right then.

Im pretty sure every mirror-less mentioned has an electronic viewfinder, including the Sony A6000. Did I miss one?

Only the screen "live view" on the Sony.

My wife wanted to give me a camera. Rather than figure out our guess what I wanted, she picked something completely out of line with my habits or practices. When I opened the gift I had to fake some excitement. It was a shock!
A few weeks later I forced myself to take that gift camera on a trip and left the "good stuff" behind. I read the instructions and discovered it's unique capabilities and qualities. It is now a favorite, fun camera that brings happiness every time I use it.
The camera she picked is a bright red Olympus TG-5. ($449 at B&H)

If you buy from B&H, it is about the same as a gift card. B&H will take everything back for any reason and give full credit for 30 days.

What about a Bridge Camera with a 1" sensor such as the Panasonic Lumix FZ1000? New price is $600.00, but a used one in nice condition sells for around $400.00 - $450.00.

Would you go from a full featured DSLR to a bridge camera as the only camera you own? I Don't know if I would.
I have been texting him this morning about me picking up a mirror-less. I buy and sell gear all the time. I'm trying to discretely figure out what he might like.
His Pentax I found out is having sensor or processor issues, that's been the real reason he isn't taking it out much. He gets strange images quite often. He also has a permanent spot, like a cluster of hot pixels on each image.
My first thought given this budget was a Sony A6000.
The A6000 is the most popular camera of all time, and for good reason. (It is cheaper than anything better, and better than anything cheaper.)
Because Sony has "moved on", the A6000 can be purchased new, with a kit lens, within the budget you mentioned. But as far as focus speed, image quality, camera size, (and available accessories for future birthday presents), there is no way to beat the A6000.
