The late, great Dr. W. Edwards Deming probably quantified quality as good, or better, than anyone. I was fortunate to hear him speak in the 1970's, and he quite nicely summarized things:

In later times, programs such as Six Sigma, and others have allowed us to quantify quality simply using numerical control and reporting. Visual aids such as charts bring quality to visibility.

But, quality isn't just numbers, it's a way of life.

They use statistics (Math) It makes it seem more scientific. They even en use math to quantify the probable margin of error in their quantification of quality. It goes over my head so I take it with a grain of salt.
