The area I live in is called "Michiana" - several towns north in Michigan and south in Indiana make one economic area.
I don't know how Michigan does things, but here they put a 'cold patch' on during winter to make the hole less dangerous and then they put a 'hot patch' on during summer for and more permanent fix,

In South Bend, here in Indiana, the city helps with needed repairs if the hole is already on their list - that gives Street Dept incentive to fill reported holes quickly.

Yah, same here. The hot patch doesnt last through the winter and the cold patch doesnt last past spring. Same scam, same potholes, different year, and higher taxes.
