The justice dept. NEVER finds any one INNOCENT, and they It's guilty never will. When there is no crime there is no guilt. A jury finds either guilty or NOT guilty. INNOCENCE is not a legal term. Innocence is a moral judgement not a legal one.

Our legal system does not even have a concept of finding someone ‘innocent’ ... read a book.
Our legal system has available findings of ‘guilty beyond a reasonable doubt’ and ‘not guilty’ ... so again, read a book.
A lower standard is an ‘indictment’ which doesn’t determine guilt, but only a likelihood that a crime was committed ... this legal bar could not be cleared by Mueller, read a book.
An indictment comes from a grand jury and the accused in front of a grand jury cannot dispute, or even know at that time, what evidence has been presented ... hence the adage that a decent prosecutor can get an indictment against a gam sandwich.
Mueller had unlimited time, resources and staff yet could not prove anyone as likely to have committed a crime as a ham sandwich.
