Thanks Carol! The ranger/biologist at the refuge headquarters has convinced me that this is deliberate behavior and it is consistent with my observations. Score one for the birds!

I've been wanting to make a trip to this area but haven't had time or desire to make the drive in the dark in order to get good light. Someday.....
