Sorry, my thick head didn't consider that possibility. I just totally misinterpreted the OP's intent.
99.99999% of the time, if you have to ask yourself “is this a scam”; it is. Go with your gut.
What was the reason he just happened to contact YOU????
I get these regularly. Usually the sender wants help in shipping two trunks containing millions of dollars that he has found in some abandoned palace etc.

That sounds a bit harsh to me. I accept his request at face value until proven wrong.
I recruit for the Military Order of the Purple Heart,,,and if not eligible for MOPH for the VFW, DAV, American Legion or Amvets,,,without our Veterans Organizations we probably would not have any Veterans Benefits at all,,,I have to ask for a copy of their DD214 Discharge Papers which includes very personal information which is sent in with the application to the appropriate Veterans Organization,,,if you ask to see a Veterans DD214 they probably will not show it to you but there is the chance that they might, if they get mad they are probably hiding something,,,if your contact with the Veteran is not local but long distance then I don't know how You can prove if they are a Veteran or not unless You do what You are trying to do compare their stories with a Veteran who has actually been there, I would not show my DD214 to anyone before making a copy and blacking out my social security number and any other information I might find compromising..
