I picked a list for common cards. The OPs card did not appear on the list of high performing cards at all.

May not be the problem but check your start up file to see how many other programs you have running in the background.

I use lightroom to process my files. I do not have as powerful a computer as you do and I do not wait a few seconds after I click on a raw file before it is visible. it takes a second or two to change the view to 1 to 1 or full size which is only needed for some actions since full size is much bigger than most screens. this may be where you are getting the delay, perhaps you can set normal view to something screen size.

of course, the only time I am looking at a jpg file is after I finish processing and want a file to put on web or sent to company to print or something. therefore this may not apply.

Probably as others have suggested. It's a combination of things: Operating system display drivers showing basic previews first to give impression of speedy response + time to access all data in larger image files from disk and bring it into image display area of memory + image rendering time (software + video chip hardware/firmware conversion of digital image encoding to pixel display) + refinement (i.e. redisplay of specific pixels on screen with more accurate rendering) all add up especially if disk/ram fragmentation is going on. If display is being done by a photo editing program like Lightroom which uses in memory buffering of image data you'll also see rendering times go up episodically after a certain number of images have been displayed in full frame mode plus time to apply previous edits to original image data. Some speed can be improved through disk defragmentation and hard boot to give OS back memory lost to memory leaks (an almost universal bug in most complex programs which gradually reduces memory available to the OS until next hard reboot).

Check the graphics card first, can be weak or on board graphic card.

There's a free program by Piriform called 'Speccy' that lists the components of your computer. It will tell you the Video card you have, along with a bunch of other information. The program is extremely good.

I have a Y520 but with 16GM RAM and it does it all the time in PhotoElements but it doesn't take seconds, more like 1/2 second.

Opening a JPEG is just like opening any other image file. The data has to be read from disk, decompressed, converted to displayable form, and sent to the graphics card. A lot of processing is required. It is very common for the image to be rendered sequentially or to appear in a low resolution first, then completed. This can be because of other programs running on your machine, or it can just be the way that your machine and software render images. In general it should be no cause for concern.
