Learn how to use what you have before you “upgrade”, IMO.
If you are considering an upgrade think about the 6D mark II, a full frame camera. They will cost about the same, but in my opinion the 6d mark II is a better camera. I attended a Scott Kelby
https://scottkelby.com/ Seminar a few years ago and someone asked the same question you have asked here. His answer was, "No, you don't have to keep upgrading your camera equipment, but don't let your outdated equipment keep you from being the best photographer you can be."
I also have a 7d..No matter what camera you have you have to practice to get better and better.
To my eyes both of the images you posted look fine. I wish they were larger so that I could do a better evaluation.
Updating a camera is a personal decision. If the camera I am using lacks features I need in my photography I know it is time to upgrade. None of my cameras have modern technologies but they do the job.

If you're going to blame your bad pictures on the 19-point focusing system, your future pictures will be really bad because a newer camera will probably have a lot more focusing points. Everyone takes some bad pictures for various reasons. Post some of your bad ones and we can take a look to figure out why they are bad. I doubt a newer camera will fix it.
You asked a question that only you can answer! What is the gain?

OK everyone that replyed. Thank you for your comments. I gess its true I need to look at the way I use my
7D camera and lens.
I have a Nikon d610 and Sony a6000. My friend that goes with me on photography outings has a 7D. That camera is built like a tank and he has had it since its release year. A few years ago, he was complaining about focusing issues. I always shoot with a single active focus point but couldn't figure out how to do that on the Canon. I told my neighbor who shoots with a Canon full frame (not sure of the model) and he showed my friend how to switch to a single focus point. That resolved his issue and he has been very satisfied ever since.

Only if you want to upgrade.
I also use the 7D and 10D.
I want to upgrade just because.
But want to see what comes out in the next couple of years as Canon has announced 8K camera and 100 mp R camera. And pro model R camera in the next couple of years and I will survive very nicely with what I have. 7D is still a superb camera except for video lacking the best in class video AF the great DPAF.

After 4 or 5 years people get tired of using the same camera, not because the camera doesn't take sharp pictures anymore, just because they get tired of using the same equipment. I'm willing to bet your not so great photo's isn't because of the cameras 19 point focus area. Most people think more is better...more pixels, more focusing area, more frames per second. Sounds to me like your just looking for an excuse to get a new camera which isn't going to make your photo's look much better. The 7D is still a good DSLR even by today's standards, learn about your 7D inside and out. Then start thinking about a new camera.

YES, and study your camera controls. ......the 7D III would/could be a consideration - IF - you could comfortably afford it.
That's my plan... Like in golf, always get the latest and greatest driver.
I have had the Canon 20D, 5DII, 5DIII, and now have the 5DIV. I sell the earlier 5D's to help with the cost of upgrading. If the replacement comes out say in a year and it has more pixels ( I crop a lot).
BTW, I also get upgrades to lenses. I had Canon 17-35mm f2.8. MY brother in law gave it to me. I took it to Alaska, got some really nice pictures, but was not particular pleases with the pictures. I don't have a very steady hand, and when I am with a tour group I don't take a tripod nor a monopod. I just bought the Tamron 15-30 f2.8, G2 with Vibration Compensation. it us a stunning lens, though I only took a few hundred shot so far.
I feel I finally have my Exakta VXIIA figured out and I'm ready to upgrade to a Canon AE-1.
