I'm not sure who you are agreeing with, but you are aware the NO ONE is complaining about the existence of the decorations, just they're placement.
My thought exactly. What difference does the name of the make or the name on the sign. Putting a decoration over the route number signs or the speed limit signs can cause a more believable problem. There are people that cannot be comfortable without living out their destiny of causing problems and discomfort. As if they do not realize that in the best of times life is tough and painful without the intervention of problem makers. Be a positive force to negate the natural negatives of life.
To those who insist on turning this little story into a major political issue, whether that issue is political correctness, anti-Christian, philosophy of life, what happened is that a supervisor told a clueless laborer to stick up two wreaths and a Christmas tree on the Holland Tunnel sign. Neither of them gave a crap about which letters to put the stuff on to make it look good. A bystander thought it looked like crap and said so in public media, thereby getting the supervisor off his uncaring ass to fix it. Now it's fixed.
The issue had nothing whatsoever to do with difficulty in reading the sign or any of the other "thoughts" here on liberals, Communists, Democrats, people who can't accept life as it is.

Well said ..... you seem to be one of the few reasonable one's who reply to this nonsense .....
This is a tutorial in "Esthetics for Morons." They spaced out the two wreaths and a tree so they would be placed evenly. The moron saw it and thought each item should be over a letter that corresponds in shape, no matter what the spacing is. Another victory for the morons.

And, your theory doesn't work anyway. As originally configured, the tree was closer to the first wreath than the second. And the first wreath was closer to the left side than the second wreath was to the right.
Further, since they put tje wreaths on the O and U they clearly were thinking about the alignment with the letters. They just blew it with the tree.
And this is a photography forum. I'd expect people here to appreciate design and composition.

The decorations are spaced out over the toll booths and are viewed from the standpoint of approaching traffic, the intended audience. If you count the toll lanes from either end you will see that the decorations are placed properly with a slight adjustment to put them over a letter instead of slightly off. If they had been placed with geometric precision they would have been off the nearest letters enough to look a bit jarring.
