Ah, Linda, I can always count on you. I was thinking it wasn't an Osprey but a juvenile Bald Eagle we were talking about. You're the girl!
Bring the reflection up closer to the eagle in Photoshop then crop in (Best of both worlds).
The one with the reflection is to distracting to me. I would definitely choose the cropped one.

IMHO the reflection in the first shot adds nothing and in fact it pulls the viewers eye away from the action so much that we don't see the fish. The second version tells a story. But, it is up to you decide what you think is most important and modify the composition to emphasize that.

Without the reflection. If the water was still and mirrorlike, the reflection would be better. As is, the reflection is not really needed to show the subject.
I think the photo without the reflection is best. Too busy with reflection.
Number two. You can better see the fish tail.
#2 for sure. 1 is too busy. Nice shot.
