IMHO. Great shot of Eagle. Great shot of water pattern. BUT they don't go together. IF there is a solution to what I see as a problem, it would be to crop even more closely than in #2 or take advantage of a vignette.
That's a tough call. If what you are looking for is that unusual look of the ripples and reflection, then I would prefer the first one. The second shot shows the bird with the fish, and I prefer that one overall. If the water were more blue, the first one would look better, but the bird and the water are close to the same color. The orange of the fish shows up in the second shot.

Without the reflection because it shows better detail.
The second one ... pulled in even tighter! I found all the water distracting.
The second photo, primarily for its greater detail.
Without the reflection is my vote as well. A suggestion would be to do a crop without the reflection but a bit more room to the right if possible to give the eagle 'flying room.' Wonderful colors and wave pattern.

Thanks, all! The conclusion is #2 for sure, and I think I agree. It was also a good suggestion to tone down the water a bit because the detail distracts from the eagle.

Although #2 is better, both suffer from a very distracting background. Blur background to fix.
The second with the bird alone. I would crop it even a little closer. The background is like loud noise and somewhat distracting. Thanks for showing these.
Personally, I like the second picture. The larger image focuses my attention with less distraction.
