Yup. That's the only way to get there.
The kiva ladder shown here is a reproduction. Ancestral Puebloans did not have steel bolts to attach the rungs onto their ladders. The original ladder is in the State Park's attached museum. While fairly substantial, the rungs were attached with yucca/cedar bark cordage, and it doesn't look like it would be any too safe after 800 years and who knows how much use.
