Don’t waste your travel coming east.
I live in Maryland and West Virginia. There is NO fall color this year. The leaves are just dropping without turning bright colors. Yesterday I took the Potomac Eagle train ride which is normally spectacular and there were bare and half bare trees but no more than 10% of the usual color. Met a woman who said it had been the same in New England this year.
I returned yesterday from a three day trip to New York, Vermont and New Hampshire. I didn't take one photo of the foliage. Very disappointing for my first visit to these areas but I did have two highlights. Anthony's Bistro in Plattsburgh, NY and Longhorn Steakhouse, in Williston, VT. They were top notch, in every way.
I was in southern NH two weeks ago and hardly any change
Try north, to Oregon, and Washington. Happening now.
I live in Western Maryland, an area well known for its gorgeous fall colors. This year only the magic of Photoshop makes it colorful up here in the mountains--compared to other years. There are dashes of color here and there, but mostly dark green dominates. Soon our leaves will be brown and down.

I live in western PA and they have just started here
I live just outside of Concord, New Hampshire. Our trees put on a pretty good show, but this year the trees went from green to drop in the North, but in our yard we're still seeing red in the maples. If you're thinking of coming right NOW, fly into Manchester and rent a car, and travel North on I-93. You'll see some color along the way North. You can travel North to Lincoln and catch the Kookamonga Highway. Although you may be a bit late for great color. Or you can exit I93 at I89 West, drive until you start seeing color along the road and get off the next exit and drive down some NH country roads. Better be quick, the leafs are about to fall in a few days. Today it is windy, and it looks like leaf snow today, I'll be raking later today. Good Luck.

Wisconsin is peak or after peak in most of the state the wet summer has kind of muted the color palette and stressed out more trees that started dropping leaves back near memorial day , I was up north for colors 2 weeks ago with nothing but flat gray skies fog and rain for 8 days, oh and brief snow squalls lasting all of 5 minutes
I'm in northwest Arkansas and we have an absolutely gorgeous view from artist point. Its located on old 71 between Winslow and alma. It looks like a patchwork of sorts.
You have missed the NorthEast - ie. NH/Maine/VT
I'm in northern Connecticut (southern New England) and the leaves are starting to change. I don't think it will be spectacular this year.

In the UK seasonal change takes about 6 - 7 weeks from the south to the north. So on an atlas you could measure 'where and when' from your own 'starting point' if that helps.
Closer to home I just drove between Reno and Carson City and eh colors were great, Golden Oaks, a few red Maples and Cherries. I suspect the Hope Valley is stunning about now, call Sorensen's Hotel. Also, on rt 28 North from Truckee to Sierraville the aspens that line the feeders to the reservoirs and teh Truckee River should be great too.
My mom, many ears ago ;lived by Columbus Day, now renamed in PC-ness, is a good gauge. The "COlor Line" travels SOuth and is probably around New Jersey/Pennsylvania about now. This is all very trackable now on the internet. The Napa Valley displays some excellent colored tree foliage, and the changing hues of the hillside rows for grape vines also display colors ad distinct as the wine they produce. All without a TSA visit, and just a few extra gas tax $$ for good Ol' Jerry (I couldn't keep Linda Ronstadt interested) Brown.
Plan ahead and Fly into Boston or Albany NY (Southwest), or even Montreal and be cosmopolitan, Then Drive South along Lake Champlain and Lake George skoot over to Vermont and sort of follow the colors down to NY City. Then have a great dinner and fly home. WHile tehre are still some nice leaves to see, as far as New England is concerned, ya missed 2018.
OR, as Linda would say, Got to Maine and follow a similar route South to Boston. Gorge on LObstah along the way and fly home from Bostonor Ina and out of Boston with a loop up I-93 thru New Hampshire and down the coast from Maine.
A 43 year NY and New England refugee.

Northern lower peninsula of Michigan, now, WOW!
In NJ we are late turning colors if they turn at all due to the wet summer and fall. I went out today and saw very little color anywhere in Central Jersey and the Jersey Shore area. Very disappointed!
