This is a small yard switcher about 35 to 55 tons maybe manufactured by Whitcomb in the 40s or 50s. I tried to find it exactly, but my train spotter's guide could not identify it. However, based on the connecting rods between the axles, I would say it is a Whitcomb. The reason for the connecting rods is that there was only one traction motor per truck. This was cheating to give the switcher a little more traction effort, but reducing the overall weight for light rail.. RFB
