You can get a passport photo at Walgreens and save yourself all the trouble.

Be sure your background is WHITE. I took a picture against a painted white door and they would not accept my photo because it wasn't white enough! Had to retake the picture at the PO.

Our post office will take the photos for free when going through the application process.

If you belong to the AAA, they will do passport photos free.

The state department website has a easy to use tool to size passport photos correctly:

Thank God I read a couple replies before I went and searched for this tool. That is the way I did our last passports a few years ago. It was easy. This has been available since 2009.

For once I can honestly say "your government at work"

I did this recently using IrfanView, you need to open the image for resizing, select image Tab, scroll down to resize, then enter the measurements.

I shot my passport photo against a white background, and cropped it with the final print in mind. With a plain background it is easy to get the head to conform to specs.

Passport photos shouldn't be taken with a white background, very pale grey is recommended (here in the UK anyway).

What I have done successfully several times is make sure the picture has enough extra background, manipulate the print of the head to the correct 1-3/8" in post processing, then crop the print to the 2x2 size.

BTW I use a white door background but taking picture in natural light in a somewhat dim room mutes the whiteness.
