Resize photo for passport

Greetings to everyone,
I need your help to resize my photo to the required dimensions of 2"X 2" for the entire photo, while making my head within the photo (top of head to chin) measuring between 1" and 1 3/8". I have Adobe Photo Elements 11. I cropped photo to 2" X 2" and printed it. My problem is my head is larger than 1 3/8". Is there a way to reduce size of my head within the photo and then cropping it? Or is there a way to shoot another image and keep my head within 1" and
1 3/8"? Any suggestions would be appreciated.

I shot my passport photo against a white background, and cropped it with the final print in mind. With a plain background it is easy to get the head to conform to specs.

Recrop it with the head a smaller size (use more of the background) then measure the head using the ruler tool.

I assume that you already made a test print so you know the dimension between your forehead and chin is wrong. Now measure that and divide 1.16 by that measurement. Multiply the size of your image in pixels with the result then resize it for this size. Print it out and cut the 2x2 image out of the print.

The state department tool is much easier to use - no math.

I have Elements 2018. What I do is I use the quick selection tool and isolate what I want to change in size and then I go to image, size then scale and then drag the square to size I need weather it be large or small.

Go to a UPS store and get a standard format passport photo taken.
