No it doesn't. It means that the state, county and city in which you live collects the tax. But first, the vendor must collect the tax from the POS (point of sale) and then forward the money to the state, county and city in which that person lives. There are literally thousands of different tax rates for different states and cities. I live in Orange County CA and the tax is 7.75% in LA, one county over it's 9.5%. But that's just an estimate. It depends on each city too. Take a look at the rate website below. Imagine being a lonely ecommerce company that sells product over the internet and the nightmare you'll encounter by trying to figure out what city and state or county gets what for the widget you just sold for a dollar three ninety eight.

By deffinition ANY tax system is crazy - from the land of the G.S.T. - Goods and service Tax - 10 % on everything shared between all the states at what appears to be a random distribution!

It would be the tax rate in your home state. Unless you know of someone in a tax-free state such as NH. You could use their address and ship your purchase to them and they, in turn, send your stuff to you.
I did that for years when I bought my wife's Christmas or anniversary presents. Jewelry was always her weapon of choice.

As an individual consumer it is relatively easy to fly under the radar. As a legitimate business much less so. Remember that they nailed Al Capone for tax evasion, not for the other activities that he engaged in.

The U.S. Supreme Court took up the sales tax question with this conclusion already in place:

"Today, States' inability to effectively collect sales tax from internet sellers imposes crushing harm on state treasuries and brick-and-mortar retailers alike." (found at: https://www.supremecourt.gov/qp/17-00494qp.pdf)

I'm going to locate the sales tax ruling, to read it. I buy online. I expect the ruling will affect me via increased taxation.

Another burden on the back of the retailer,
Another Auditor to hire for the state, more money for the politician,

Most progressive retailers use e-commerce, it works 24/7.

Love it when you make a 10 cent math error, and receive a $25.00 fine.

Depends. That state may have a reciprocal agreement with your state and collect taxes at the point of sale. I live in Pennsylvania but buy from a camera store in Ohio. It used to be that they collected Ohio sales taxes on my purchases, which, for that county in Ohio, was actually higher than in Pennsylvania. On the other hand, when I buy cars in Ohio they collect Pennsylvania sales taxes on that sale.
I am/was in education so in Ohio if your an educator and your buying your equipment to use in classroom activity (OF COURSE I WAS) then you get out of Ohio sales taxes. Many states have this and if your in education check it out.
So, with the Supreme Court ruling only effects on line sales. I believe it does not effect going to that state and purchasing stuff. I know for example that a lot of folks from Canada come down close to where I live in Pennsylvania and buy from an outlet mall to save high provincial taxes. They are allowed back in the county free of taxes up to a certain amount of clothing.
So, to answer your question, it depends on the state and if they have reciprocal agreements with your state, or not.

Yes, tax is usually collected in the state the sale to the customer is made. Ex....My county in FL has a 7% sales tax and if I buy a car in another county which has 6% sales tax I pay the 7% when I register in my home county.

Not so easy. There are literally thousands of taxes involved. State, county, local, municipalities etc. I had a small business that I just sold. I had customers in multiple counties with different county rates. Even with the software to calculate the taxes, it took the better part of an hour to file all of the forms required each month. This ruling will shut down many small operations, and stop others from starting up as they cannot afford the expense and time involved. The only solution will be for Congress to pass an Internet sales tax that applies to all states.

Just think what a burden it would be for the sellers, having to determine all the different sales tax rates for each state and locality.
