GIMP - but has a menu learning curve.
Light Zone - Very nicely done.
Dark Table - another nice program
Fast Stone - another nice one.
If you use Mac, Phocus is pretty nice.

Not only are the above free, but they also include, at no extra charge, a learning curve.

Darktable is easy. All of the modules basicly do eleven things. All you really need to learn is:

- lens correction
- white balance
- contrast brig...ss saturation
- perspective correction
- crop and rotate image
- spot removal
- shadows and hilights (start with just turning on) (radius)(3D)
- color zones
- local contrast = sharpen image (detail) (3D)
- defringe
- denoise (profiled) (must do)

and four of the above modules do pretty much the same thing so then nine of the modules do different things. I love this program. call me a fan-boy if you want!

Photoshop/Lightroom is not a rental, it is a subscription, it has no equal in the industry, you don't need either or any other software to copy images from your card to your computer other than the native operating system, and the best in the business happens to be the programs you have ruled out without any rational basis for doing so. Over 9,000,000 users get it. Not exactly sure why you missed the point. Oh, and you don't store images on their site unless you really want to - all the images sit on your own computer and your drives. I think that before you dismiss something you really should have all the facts so that you can make an informed decision. And $120/yr is a bargain to keep your software current and functional. It used to cost over $1000 per release, and it was still an industry standard in spite of the price. It's only gotten much better since they adopted the monthly payment plan.

Actually you can subscribe to a similar setup with Office 365. Same low monthly payment and you get all the Office products. I use it and it's great.
