I have an older copy of Windows Movie Maker (Version 2.6) installed on a machine with 64 bit Win 10. It runs. 64 Bit Windows 10 can still run some vintage 32bit software even from the 1990s! I mostly use NCH VideoPad as my go to quick NLE, it will do most consumer video formats and resolutions from old school 640x480 up through 4K. (maybe higher?) I'm "still stuck" at 1080p myself.
