I read the article a bit differently. The "classic" version preserves tools such as the tone curve, panos, and HDR merge. The "new CC" is a simplified Lightroom whose main intended primarily for cell phone users and low volume users who do not typically store their images on computer hard drives. This article by Matt Kloskowski is a good summary.
In short, the Lightroom that we know is intact and had some of its features enhanced.
