The Universal Service Charge was implemented in 1997, long before Obama. It's paid by service providers, who can -- and do --- pass it directly onto their customers, so it has little effect on their bottom line.

Access charges are KEPT by the ISP. They're referred to as "Federal" because a federal laws says ISP are allowed to collect them (without having to include them in their advertized monthly price) and because ISPs want to make you think they go to the government (I guess it worked on you)

We might note that the 1996 rewrite if the Communications Act that implemented the Universal Service Charge was written by Alaska's late Republican and very conservative US Senator Ted Stevens. It was extremely well crafted because Stevens knew what he was doing.

Senator Stevens wasn't so successful with his bridge-building talents!

Your linked reference is grossly in error! Look up "Knik Arm Bridge" on Wikipedia for an accurate and to date discussion of the controversies and status.

Stevens did not propose the bridge, nor earmark it, and was merely one of many political figures who supported it.
