If you want one of the best that is easier to use than PS get serif PhotoPlus X5. It's excellent and cheap
I have several but I would pay for adobe photoshop elements. I have it and it is the one program I keep going back too. I have 10 now and will keep that for 2 or 3 years before I upgrade again.

GIMP is the thing for you
I have downloaded it and never used it, but note that it has a broad array of tools. There are also innumerable software modules that can be downloaded and added on to expand its capabilities. There are some on this site who use it exclusively. I hope they step forth once again to testify better than I can.
I found a Nice book on how to handle Gimp in my library with software included. However I still am determined to learn CS5

Rarely does "good" and "free" come in the same package. Best bang for your buck is Lightroom 2, 3, or 4. Would not consider any of the "free" ones if you are a serious photographer. Lightroom will do 95% of all the necessary retouching and tweaking . . . then for that which it does not do I would have to recommend PS Elements 10, unless you have lots of dough and want to go for the best which would be Photoshop.

I saw a video of Photoshop. You can do some really amazing stuff with it. The demo was a horse & editing the maine & tail. Very tricky. I'm not a penny wise pound foolish guy. You really do get what you pay for.
If you are willing to pay, Photoshop CS5.5, probably cheaper now that CS6 has arrived, it's simply, Phenomenal, and you can learn through tutorials on YouTube.
But Photoscape is good too, especially as it's free.
Whole lot of thinking to do.

I bought PSE 10 and then Lightroom 4.1. Lightroom is my goto program because it's really easy and pretty powerful. Then I use PSE 10 when I need increased control over my edits.
I agree with jpintn. Why not try Photoshop Elements 10.
