I would suggest you give a good look at Photoscape. It is a FREE software package that you download and ghas many of the features of more expensive packages.

GIMP is free too and thought of as a replacement for PhotoShop without the price. http://www.gimp.org/
Paint.Net is also free and another replacement. http://www.getpaint.net/
20 of the best are found here http://goo.gl/taHMT

If you want to download it, go to download.com (from cnet)....then you can d/l it without all the extras (toolbars & such).

Although I use PS Elements, I have tried Gimp, PicMonkey and FastStone (all free), and I felt that all 3 worked somewhat better than Picasa (especially Gimp).

If you are willing to pay for the software package then you should look at Photoshop Elements 10. It is the next best thing to having Photoshop.

Try www.niksoftware.com. Not free but user friendly and comes with lots of free tutorials done by professionals. I bought the whole package. This software has taken my images to the next level.
