Is capabilities or cost most important to you?
For me, it's capabilities, so I went with the Lightroom/Photoshop/Bridge/ACR bundle for 10 bucks a month. Anything that comes up for still photos or videos I can do with this package.
I still do a few small gigs a month so the cost is tax deductible, even for an old retired guy.
Agree, it's not the cost. Still on the fence since I use a comprehensive photo database (ThumbsPlus).
I'm still wondering if LR provides any more *adjustment* capabilities over PSE and/or Affinity.
Been trying to find that out.

Luminar is very capable, much more than Picasa/Photos.

Photoshop Elements is considered to be one of the best photo editing programs for under $100 that there is. Buy it quick before adobe decides to change it to some kind of subscription nonsense.
Well, I've had good results with it. I'm at PSE 13 and would like to upgrade. Is their an upgrade price, without having to purchase the entire new package, that you're aware of?

I can only speak about Lightroom/Photoshop since I've never tried any of the others.
To oversimplify - Photoshop can do anything down to the pixel level and Lightroom can do most anything that PS can except get down to the pixel level and do layers. LR does in effect do a single layer since all changes done in LR are stored as a file and don't change the photo itself.
LR also does it's original job of photo filing very well. In the last few years the capabilities of LR have been upgraded to do a lot of the work that had to be done in PS before.
Personally I don't use LR. I use Bridge and Windows file system and feed PS from Bridge. I do use the ACR filter in PS which is the same software as used in LR. Even though ACR is Adobe Camera Raw it can also be used as a filter in PS on any photo file from jpg to raw.

I will be the first to say Faststone for easy and powerful editing capabilities - easy learning curve as well and price is free.
http://www.faststone.org/FSViewerDetail.htm . I do use Lightroom for gallery prints but if not doing large prints that must be perfect, Faststone is quick easy and gives more than just good results.

I recommend Affinity. Lots of tutorial support to get you started.

Corel Paintshop Pro x9 and Aftershot Pro 3 give you great control and also does 32 bit color.
I had Elements 10 and bought v13 as the upgrade price from Adobe was higher than buying it new on Amazon. The same is true of Elements v15. I'ts ~$10 less to buy Elements 15 on Amazon than to buy the upgrade from Adobe. I just checked the Adobe site and they are selling Elements 15 for $69.99 until July 30.
