One thing led to another and in my research today I discovered that in the City of Newport Beach you have to obtain a Film Permit if you are a student, but not if you are an amateur. Adding insult to injury if you are a "Student" in Newport Beach, CA then you are required to obtain a "Film Application Permit" and with a letter on the letter head of your educational institution then you will not have to pay the $483.00 application fee, but may have to pay other fees as determined by their fine city's departments.

I would guess that NB probably doesn't want 8,000 aspiring UCLA film students crawling all over their infrastructure with a bunch of super-8 Rolliflexes. Also, a quick check showed that Newport Beach has a huge Republican Majority in its registered voters, so I don't think left-leaning liberal PC has that much to do with its regulations..
