What lens, which is not too overpriced, could be recommended?
I use the same lens on a D7200 and do not have a problem with sharpness. It is true that wide range zoom lenses have some compromises in this area, but lots of other factors control sharpness. Is your glass clean? Are you in focus? Is the camera still? Are you in the sweet spot aperture f8 +/-? If you are convinced that only the zoom lens is to blame then you might have to go for prime lenses.
Well, first off, using a DX lens on a D700 is not utilizing the full capability of the camera. I've, primarily used two lenses on my D700, a 28~85 and a 28~300. Both are FX lenses which work well with the FX format. Are they the BEST? They are for what I'm photographing. You'll have to decide for yourself. However, again, I'd suggest using FX lenses and take advantage of using the entire sensor.

I believe you both have good replies. As I have not been using f8...but 5.6 and I am going to switch to an fx
The best, today, in my opinion is the new Nikon 70-200 f/2.8 FL.
I have a full collection of fx film lenses and they work very well. You should be able to find these for very reasonable prices.
You have a Nikon full frame body. There is nothing like a lens which is not too overpriced.

That is a DX lens and is not recommended on an FX body. Using a DX lens on a high end FX camera will automatically put the camera in DX mode, seriously limiting the quality of your images, like putting el cheapo tires on a high end BMW and having the car sense the cheap tires and then limiting you to 40 MPH. Try the FX version. It's impossible to say which would be the "best" lens for you. For a fixed prime lens I recommend the Voigtlander 40mm Nokton, Nikon F mount. For the money it's an astonishing lens, the best value hands down anywhere for superior optics and build quality, albeit manual focus. Built like a Rolex watch. About $500 new with warranty. You need to ask yourself a few questions in the meantime. What do you want to photograph? What is your budget?
As I have been mostly shooting the local social meetings, parties, and conventions., I have had the chance to shoot some major celebrities with classic rock bands. I know I know, being a cheap a$$ and not getting that better lens, I am paying the price for it...BELIEVE ME! Even from floor to stage, when I am shooting a guitar/singer, there is no doubt, using a 200.00 18-200mm lens is just not cutting the cake. When my competition has a 3500.00 lens, with the same d700 body as myself. It's just night and day when she posts her pics. But, sometimes when you work in philanthropy, you are stuck with a philanthropy budget. Oh well!!
I truly have been looking, but mostly in my area, and there is not anything reasonable. I really don't trust craigslist, but if something comes along I can physically try out with my camera, I will definitely go that route.

Best is relative to both the user and the usage. If you are a critical pixelpeeper, the Voigtlander 40mm Nokton manual focus lens is unbeatable. But not if you are shooting a LaCrosse match, or Peregrines taking out other birds in flight - in which case it would be a completely awful choice. And the lens you might want for those purposes would be useless to you if you were doing street photography or small insect macro work without the benefit of extension tubes, and so on. Lastly, if you are looking to spend $400 there is a best in class, just like there would be a completely different candidate if you had a $5,000 budget.

No, it is not AF lens.
You need to make up your mind about if you want a fixed focal lengt lens or a zoom lens. If you want a fixed lens you could buy the Nikon 50 mm f1.8 Af D lens. It will serve you good and for not a big price, as it is the cheapest Nikon lens made, but a very good lens. You can still get it brand new for around $100
If you want a zoom lens you could get the Nikon 28-105 AF D lens. You can find it on Ebay for around $100 used in good condition. It is a sharp lens that sould do well on the D700. It has a lot less zoom range than the lens you are currently using, but it is sharper and delivers better pics within its zoom range than your current lens.
Best is difficult to decide. Notice that the D700 like many other cameras has interchangeable lens feature because no lens is best for every situation. However, the lens that you use on your D700 is a bad lens for it because it was not even designed to be used on it although it's usable.
