Is there a free program like Picasa ?

I used Picasa for years but since it was discontinued I can't seem to get a version compatible w/ Windows 10.
Which of the available programs is closest to Picasa?

Try Gimp. But there are new programs out there that are a lot less expensive then Photoshop but will do a similar job. One that comes to mind is Affinity Photo at $49.99 without a subscription and it does am exceptional job.

I teach digital photography to seniors at a local junior college and a separate class on Picasa. The last class I had to tell them that I had good news and bad news. Good news: Picasa had been acquired by Google. Bad news: Picasa had been acquired by Google to eliminate competition for their own new cloud-based photo editing venture. BTW, Picasa works well with my Windows 10 computer. There are several free-trial packages in the market, but none that have impressed me. I'll try Affinity. The real problem is that a high percentage of seniors want a program like Picasa that will handle most of their editing needs without a steep learning curve -- and that is free or truly low cost.

A very good, free and easy to use editor is "Faststone Image Viewer". Try it, you'll like it!

I second this suggestion. I use PS and LR, but for quick culling, quick edits, and viewing, FastStone is really, really good. I use it all the time in conjunction with PS and LR.

I recently reinstalled "Picasa as a stand alone editor. it still works.

Google Photos is far superior to Picasa.

I use Corel Paint Shop Pro x9 and it currently meets my needs. Its $50 for windows 10 and there are some very good plugins for it (several of them are free).

I'm using Windows 10 64bit and mainly LR/PS CS. But I still have and use Picassa. My wife finds it easier to work with, especially for family photos. It still works fine.

You really must look at PhotoFiltre - free versions and inexpensive paid versions - with layers and masks etc. VERY professional VERY intuitive.

I use Faststone Image viewer. Has some editing in it. Shows all my CR2 files also. But, also have Picasa, Google photos and another on here. But, when processing, LR6 is my go to.

I use Affinity on my Mac. Was 49.95, easy to use and many options for expansion. Won three awards this last week.
