Point is, you pay twice and sometimes three times if you go through ebay. Ebay charges a fee too and guess who owns paypal?

Ebay and Paypal were split into two companies in 2015.

They may have split to avoid legal problems but they are still owned by the same entity. It's a legal BS maneuver and nothing more.

Gee, then how come NASDAQ has Paypal stock (ticker symbol PYPL) trading at $40.45/share today?

For the same reason half of the corporations in the country own multiple companies to avoid monopolizing and other laws. Are you that uninformed about the world?

IMHO it is rather silly to buy and sell without a Paypal account. Receiving payment for a sale is almost instant through Paypal vs waiting for a check or money order to arrive in the mail, driving to the bank to deposit the check and waiting to ensure the check goes through which all happens over 5-7 days unless the check gets lost and then who knows how long.

While I'm sure there are still valid reasons for writing a check or buying a money order, please consider a Paypal account. You will wonder why you didn't jump in a long time ago.

What I'd like to know though, is how you know who does, and who doesn't use Paypal?

When they ask if you will take a check for something you are selling :) I have been asked that several times-
