"More than $80 million has been spent at Baltimore hospitals caring for patients shot in gun crimes in the past five years. During that time, the number of cases doubled and the annual price tag soared nearly 30 percent. Most of the medical costs are now covered by Medicaid, the federal-state health insurance program for the poor."

I wonder how many shooters had no father figure helping to raise them?

No Father or male mentor; is the a major part of the problem. Unfortunately a lot of them have fallen pray to another problem the Justice System. Intercity residents face harsh judgments for minor crimes; removing them from the community for long periods of time. This creates another problem with employment... and so on and so on.

I agree with what you said. I also think that inner city women chose to have children with men who have no job and men who have no interest in getting married. 73% of kids born in the inner city have no dad at home.

African Americans have the highest rate of female single parenthood in America, followed by 43% in the Hispanic community. Whites have the least with 25%. But a large section of that are divorced White females, who are educated and have financial security. Whereas not so with the others.

They have "fallen prey" by their choice. It's not the cops or the justice system fault that criminals commit criminal acts. The crimes they are arrested for are for the most part plea down to a much lesser crime. Their crime was a felony but bargained down to a misdemeanor. The problem is with the individual. They have no moral compass.
