I edited the JPEG that you posted. No doubt the RAW file can be done better, but this shows the potential. This involved adjusting brightness and contrast, and juggling that with saturation. I also blurred the sky and shifted the color slightly to make it less blue-gray. Because this was done starting with a JPEG there is a halo around the bird where the sky is in the background, and there is more noise than if it had been done starting with the RAW file.
