In a word...No.
In this day and age of CC fraud, it's almost mandatory to set policies with regard to shipping and billing addresses. The billing address of the card is verifiable. You work address isn't, as easily. So, unless one establishes, in writing, the company policies regarding mailing to other than a billing address, it's their call on maintaining your credit above all else.
I personally see nothing outlandish with their behavior. I do see the matter getting complicated by additional interaction between you and another of their staff in the process of expediting an order.

Well I thank everyone of you for your input, I'm glad I could get all the advice even the advise I didn't completely agree with. That's why I belong to UHH ! Hopefully I will be able to resolve the situation and figure out a happy ending tomorrow.---Norm

if you still want the camera then I would go to Amazon and order from them. You have 30 days to try the unit.

Have SX50 bought 7D mk II
They aren't going to check with you about shipping it to a terminal to be held for you. You have it shipped to your home address then, as soon as a tracking number is issued, call or stop by the terminal to arrange to pick it up. UPS and Fedex will both do this. In fact, UPS no longer asks me for a tracking number. They just take down my name and address and hold it for me. Plus, by tracking it online I know exactly when it arrives at the terminal and can pick it up immediately if I wish. No waiting for a delivery truck.

that is what I would do....we do all of holiday shopping on amazon...and there are 9 different addresses on our account...and they will ship to anyone in my family...who are spread all over the U.S. They also carry refurbs which they get from Canon.
Its worth a try.

Go to Nikon. Nobody cares. Why whine about it here. It's normal for companies to reject orders that are not going to the same billing address unless you've been vetted before. The option to ship to a different billing address, isn't for everyone, it's for those that have been pre-approved by the vender.
Credit card fraud may not affect you directly, but it affects all of us with higher costs and when someone uses your card fraudulently, it feels like someone has robbed you even though you might not have to pay.
