Essentially Barb, you work with a RAW in the same way as a JPEG only you can do more because you will have more data to work with. Learn a workflow which will allow you to not permanently change your original RAW (master file) such as working with layers and saving them intact with your Raw file as a TIFF or PSD if you prefer and are working in Photoshop. That way you can go back and change your processed image or tweak it without losing your original. You will have a fairly steep learning curve for a while but it will be worth it.
"layers" sounds like Photo Shop .. I am going to take a course...
If you like to learn by video, "Lynda.com" has very good ones. I personally find that videos are best viewed on a computer screen other than the one you are doing work emulating the teaching video on. Otherwise I like books. Also you may like to subscribe to the free, Tim Grey daily newsletter.

You can not covert a JPEG to RAW. Period!
You could print the JPEG and then take a picture of it using RAW.
As my wise old grandmother said, "Where there's a will, there's a way." lol
