Transparent photo paper

I saw a DIY of just that a while back, and I even bought the stuff. It's called Mod Podge, and it will do exactly what you want.

Yes there is window decal paper. I have used it and it works beautifully. I got mine at Staples several years ago, and assume they still make it. I believe it was made by Avery.
