I don't know of a clear paper, but there is a process of making a good photo copy of your photo, coating the wood with glue, putting the photo copy face down and letting dry. Then with a damp cloth "washing" away the paper. A little rustic looking but it works. You then coat with a varnish. Check pintrest (I think)

Not aware of any clear self stick material for dye based inkjet, only for higher end solvent based inkjet printers. Check with a local sign maker who uses a digital printer, many are capable of printing on clear material for backlit signage. Cost should be around $4 per square foot plus their setup time to print.

to add to "BillH" post, I saw that tutorial don't remember the whole process but the glue they used was called "mod podge ", I have seen it at crafts stores! there are a lot of tutorials on youtube, good luck
There is a process I used to use some. It's a paper called Lazertran. You photocopy the photo on the special paper, then coat the object with vinegar, place the photocopy on it and use more vinegar to "wash away" the paper, leaving the image on the surface of the object. It worked on nearly every surface. The problem is, the Lazertran would ruin copy machines, so one had to be careful which copy machine used to make the photocopy. But I think there is a digital substitute now.
I used to put photos on pieces of sandstone, on plates, on wood - anything with a flat surface. I even did two on rocks that I then coated with varnish and set out along the walk.

Not sure what quality you're after, but I've printed on clear labels in the past with some luck.
Clear labels from Avery available in sizes up to 8x10 from office supply stores.

Maybe I am misinterpreting your intention, Wendy, but I don't think what you are looking for will work. In order for you to see the photograph on paper, the substrate (paper) needs to be white and as reflective as possible. That's because that is how subtractive color works; ambient white light passes through the inks deposited on the paper and reflects back from the paper to your eye, less the colors that the inks absorb.
This means that unless the wooden surface to which you refer is reflective and white, the colors (if they show up at all) will likely not be what you anticipate.

I had good luck with AVery clear labels. depending on your intended use, you can reverse the image or not .....Staples has 'em.
