I would set the ISO as high as acceptable without getting the noise. The decision between aperture or shutter priority would depend on the kind of action or background you want.
It will be for you to decide on the spot, depending on conditions what kind of an effect you want to create. I think shooting in JPG Fine would be OK also unless you want entirely tailor made results. Then RAW.
